The Secretariat shall be the permanent executive institution of the Forum. The functions and duties of the Secretariat include:
1. responsibility for the day-to-day affairs, operation and administration of the Forum;
2. implementing the resolutions made by the general meeting of members and Board of Directors;
3. preparing the annual work report and annual financial budget plan of the Forum and submitting these documents to the Board of Directors for examination;
4. drafting and amending the rules of the Forum;
5. responsibility for services relevant to acceptance of members, termination of membership and day-to-day communication with members;
6. making arrangements for the annual meeting of the Forum, seminars, and other meetings on relevant issues; and
7. managing other affairs as entrusted by the Board of Directors.
The Secretary General shall convene the permanent executive institution of the Forum, the Secretariat. The functions and duties of Secretary General include:
1. responsibility for the day-to-day administration of the Forum;
2. presiding over all Forum meetings, expect the general meeting of members and the meetings of the Board of Directors;
3. making major proposals and submitting them to the general meeting of members or the meeting of the Board of Directors for examination and adoption;
4. implementing the regulatory framework approved by the Board of Directors;
5. appointing and dismissing Secretariat personnel;
6. formulating, in accordance with industry development, proposals for the increase, reduction or rectification of Special Task Force Workgroups and the functions of the Secretariat, and submitting said proposals to the Board of Directors for examination and approval; and
7. implementing other matters as entrusted or authorized by the Board of Directors.
